Mrs. Tricia Gilbert-Cadette

Executive Master of Business Administration, LLB, LEC, CFP, and a Diploma in Industrial Relations 

Mrs. Tricia Gilbert-Cadette has served as Corporate Secretary and Legal Advisor at National Quarries Company Ltd since 2016, bringing over nineteen (19) years of experience as an Attorney-at-Law. She is responsible for overseeing corporate governance, compliance, and ensuring adherence to legal and regulatory standards. In her role, she supports the Board of Directors by managing board processes, facilitating communication between the Board and the executive management team, and maintaining accurate records of meetings and resolutions. Committed to legal integrity and corporate responsibility, she plays a pivotal role in reinforcing transparency, accountability, and the company’s continued success.

Mr. Gerard Mathura, a Chartered Accountant and ACCA/FCCA member since 1999/2004, holds an MBA in Finance from Heriot-Watt University and an Advanced Diploma in Forensic Accounting from the Caribbean Institute of Forensic Accounting and Fraud Detection. A Certified Internal Auditor (2010) and Level 1 Chartered Financial Analyst (2019), he brings extensive expertise in financial statement preparation, taxation planning, risk management, project financing, budget development, and strategic planning. Mr. Mathura is also skilled in financial systems implementation, advanced financial analysis, demonstrating a well-rounded proficiency in corporate and financial operations.

Mr. Lyndon Ramoutar has served as Chief Operations Officer at National Quarries Company Limited (NQCL) since 2022, bringing over twenty (20) years of experience in Mechanical Engineering. A University of the West Indies graduate with Honours in Mechanical Engineering and ISO 9001-2000 certified since 2004, he is also certified in Sand and Gravel and Limestone Quarry Operations. Mr. Ramoutar oversees operations at the company’s two (2) active quarry sites, managing mining, processing, maintenance, and surveying. His expertise and leadership drive increased production, reduced downtime, and operational excellence, making him a vital force in the heart of NQCL.

Mr. Learie Phillip has served as Procurement Manager at National Quarries Company Limited (NQCL) since 2021, bringing over thirty (30) years of experience in procurement and supply chain management within the Oil and Gas Industry. A professional in strategic sourcing, supplier relations, and warehouse operations, he drives continuous improvements, operational efficiencies, and cost-saving initiatives through industry best practices and innovative procurement strategies. Mr. Phillip is adept at leading cross-functional teams and fostering strong partnerships with internal stakeholders and external suppliers to achieve organizational objectives.

Ms. Stacey Foster is an accomplished Human Resource Management Professional with experience across several industries including Manufacturing, Hospitality, Oil and Gas Support Services and Consultancy, in both the public and private sectors. She has led organizations in major Human Resource Management projects such as Job Evaluations, Job Satisfaction Surveys and Organizational Structure Reviews. Skilled in talent management, she excels in Talent Management and policy development. She has participated in STOW and ISO audits and conducted compensation surveys for manufacturing, printing and insurance companies in Trinidad and Tobago. Ms. Foster is organized, focused and determined.  Her management style is a blend of innovation and results driven. She has a strong work ethic and excels in public speaking and facilitation.

She has successfully led the development and implementation of emergency response plans, risk assessments, and safety training programs, significantly enhancing workplace safety standards. She holds a BSc in Occupational Health, Safety, and the Environment (First Class Honours) from the University of Greenwich, a NEBOSH International General Certificate in Occupational Health and Safety, an Associate Degree in Environmental Management from Cipriani College of Labour and Cooperative Studies, and a Diploma in Computing and Information Systems from the University of London.

Mr. Navin Siew leads the Internal Audit function at National Quarries Company Limited (NQCL), bringing over fifteen (15) years of experience in manufacturing, retail, energy and related services. His expertise spans internal audit, external assurance, financial accounting, corporate governance (including COSO and Sarbanes-Oxley frameworks), compliance, Information Technology general controls, enterprise risk management and business process improvements. A fellow of the Association of Chartered Certified Accountants (ACCA) and a member of the Institute of Chartered Accountants of Trinidad and Tobago, Mr. Siew holds a Master of Business Administration with a specialization in Strategy from The Heriot-Watt University.
